Cucoo as someone that actually went the route you want to go, that mod maker is not going to satisfy you. First of all, using that, you will be really limited to what you can do. Secondly, and this is the big one, if you use that, you can't integrate with any other API. Trust me on this one. Especially since you want to dabble into advanced dimensions, and from what I read, even mess with the tickrate. You can definetively not do what you want to do with that mod creation program. It looks like a half decent program for making mods, but it's not going to let you do what you want to do.
