I can't order importance to save my life, but, in my opinion, here's a non-numbered list of chars:

Yukari, Reimu, Remi, Sakuya, Yuyuko, Tenshi, Shinki, Mima, Flandre... Basically anyone who has the ability to easily destroy Gensokyo.
Yukari is just Yukari. Snaps her fingers and Gensokyo blows up.
Reimu is just.. like Yukari. Reimu is just Reimu. She just mauls anything in her path.
Remi can just "fate" Gensokyo and/or someone with enough power to destroy it.
Sakuya. Time stop.
Yuyuko snaps her fingers and you just die; easily able to make Gensokyo's population drop to 0.
Tenshi, well, obviously not being biased, but the whole earthquake thing.
Shinki. Screw it. Let it rain Hell into Gensokyo; literally.
Don't really know about Mima or why I chose her, but maybe be able to create destructive spells.
Flandre. i duno guis; shes 2 wek 4 dis lest. (She just blows up Gensokyo.)
