I was told that no one was using Youmu.

by default wriggs has jurisdiction on all the Touhous
He used all of them in a war at the end of Season I.

plus you need an app anyway in order to use any character what-so-ever.

Someone was using Ran and I didn't see an app for her anywhere and I was only using Youmu for that one post anyways.

plus there is rule 12 and it's amendment...which has...exceptions because of...legacy...
