Minerva - A Sci-fi, Post-apocalyptic RP with magics and other shenanigans.

Believe it or not, about 200 billionaires in 2015 have been formulating a plan to create an artificial island in the Pacific Ocean, twice the size of Tokyo that can accommodate more than 10 times the population of New York. The city would be the hub of technology, education, science, entertainment, and culture.
The idea of the artificial island however was far beyond the technological limit of the time... Until a strange Italian man by the name of Gustav Marcellini showcase an arcane substance known as the Globo.
Globo is normally an orb-like, light blue substance that can take any shape, form, and properties of any metal known to mankind. Because of this, Globo was quickly dubbed as the "Master Metal" by the society. Strangely, Marcellini did not ask for money, fame, or power. All he asked for in return of the unlimited use of his newfound creation was his private laboratory where he can research and discover more substances that can be beneficial to the society.
With Globo, the floating, artificial island was created. UN recognized the island as a free, independent country under constitutional, elective monarchy. The country was named Minerva, after the Roman nomenclature of the Greek goddess of justice, wisdom, and technology.
First king of Minerva, Adam Terabynth, or King Adam as his loyal subjects call him, was a righteous, humble king who wore authoritative but simple suit and treated every citizen in Minerva equally. He pursued on the strength of Minerva as a country while tending to the well-being of the citizens in Minerva. His endeavor placed Minerva as one of the best countries to live in, and the population skyrocketed.
King Adam's righteous reign however had to be cut short in 2033, when the long-time struggle between USA and China finally reached its peak. When Iran, under the rule of coup-de-tat leader Al-Qaras, suddenly invaded Israel, USA and other allies of Israel waged war against Iran, which resulted in China and other allies of Iran waging war against USA and all other allies of USA. The World War III began. King Adam pleaded neutrality, but the neutral alliance did not favor Minerva as the country became the hotspot for bombing raids and, as war grew for the worst in 2042, nuclear bombings. The civilians had to hide in the underground safehouse built under the sea. Not everyone made it, however, and out of 30 million civilians, 24 million were lost in cinders.
The situation for Minerva has turned from bad to worse. Some people grew hatred towards how weak King Adam's voice was in the global stage. Rebel leaders with military power accused King Adam of not properly managing the country, and publicly executed him. Then, in the year 2043, the year when World War III ended with both sides calling for the war to end, the rebels redubbed the country into a totalitarian military dictatorship, with the title of Kaiser, the title with the most absolute authority, going to the leader of the rebels, Aviur Flamecross. Aviur created decrees that gave him unlimited power, forged history to be revolved around him, and brainwashed civilians to believe the lies he made. Even after the city of Minerva was restored and the island became safe from radioactive hazards 30 years later in 2072, Aviur Flamecross continued his regime until the entire nation bowed to his rule. Now, only a few people knows the real history of Minerva: Gustav Marcellini the creator of Globo...
...and you.
You are one of the few people who knows what really happened in Minerva. You are fed up with Aviur's system of injustice, and seeks to overthrow the government and return the former glory of King Adam and the old Minerva. But with the watchful eyes of Aviur's regime, how will you bring about the revolution that could bring back the glory days?
That's up to you to decide.

So what IS Minerva?
Minerva is a city-country made to create the ultimate neutral ground for the countries, designed by multitudes of billionaires and several governments, including but not limited to the federal government of United States, English Commonwealth, and People's Republic of China. The government of Minerva is designed as a constitutional, electoral monarchy centered around electing a man or woman with extraordinary contribution to the society of Minerva and the world. The city itself is grand, with the surface size twice that of Tokyo and population of 30 million before the nuclear bombing and 12 million by the time the RP starts.
Currently in the year 2072, Minerva is governed by Aviur Flamecross, a genius lawyer who at the age of 14 came to Minerva with his parents. After losing his parents in the midst of a bombing raid and entering the underground safe chambers, he grew resentment towards the softhearted approach of King Adam and created a rebel group who planned on creating a coup-de-tat and usurping the throne. Aviur's fiery passion persuaded the group to support him as the new leader. Power-hungry, Aviur seized the position of the leadership, changed Minerva into a military dictatorship, and called himself the Kaiser.
Minerva is an island that resembles an owl. There are 4 districts in the city.

Red: Port/Military District
Sailors and Military officers live here. Usually filled with soldiers of the Flamecross army, they stand ready for any potential intruders to the island nation... or so they advertise. In reality, the Flamecross army is nothing more than the nightstick of oppression and violence. Your main enemy if you are the in the revolutionary army (explained later)
Green: Commoners' District
Where most of the RPers and most of the population lives in. Imagine the New York City's building skyline, extended throughout. Add a bit more cyberpunk to it... perfect.
Closer it is to the Red zone, the poorer people are, and the more vibrant criminal activities are. That's why the military district is placed at the bottom port: to oppress any acts of crime and revolution
The nuclear bomb hit the bottom left side of this zone. The residents call this area Dis. Dis has yet to be demolished and rebuilt, and is the hotspot for crime and illegal activities.
There's practically everything in this zone... your residency, (which will probably be an apartment) shopping, (larger buildings called the Supermalls) entertainment, (From virtual ski slopes to amusement parks, there are plenty of entertainment. They still watch the outside-world television, but they are forbidden to leave)... you name it.
Blue: Industrial District
Where the factories are. Electricity is also produced from here using the Tesla method.
Purple: Royal District
Formally part of the Commoners' District, Royal District is an uphill district where the Flamecross Manor and residencies of other families closely related to Flamecross are at. Their lives are a lot more luxurious, and they look down on the Commoners living in the Commoners' District... except for the business entrepreneurs, to which they still have some degree of respect. When celebrities from outside-world arrives, they are often times escorted to Royal District to stay in one of the hotels there. Commoners are forbidden to enter the Royal District except for performing set permitted activities.
1: Old Capital
The formal capital where King Adam reigned. The building is now destroyed and is deemed haunted.
2: New Capital
An ass-spankingly fancy mansion built just for the Flamecross family. Also known as the Flamecross manor. This is where Aviur Flamecross lives and works at. Even stepping a foot into the mansion without special permission is deemed as an offense condemnable to execution.
3: Marcellini Lab
A strange lab with old-school style architecture, (The buildings are now cyberpunk-like, whereas the Marcellini Lab is made out of brick, like an old 1880s building) no one knows what Marcellini is working in here.

Age: 64 (deceased 30 years ago)
The now-deceased 1st king of Minerva. Compassionate and humble, the king always looked out for the citizens of Minerva and improved the lifestyles to the elite level. He was executed by Aviur Flamecross for the act of treason against his own people.
Spoiler: Aviur Flamecross
(Aviur in his 20s.)
Age: 55
Current dictator of Minerva. A genius of a man of ambition for great power and control, he and his group of rebels known as the Flamecross took down King Adam's regime and took over as a totalitarian leader. Labelled as the Kaiser, Aviur focuses more on foreign diplomacy rather than domestic problems, often times using violence to quell any attempts of contrasting his regime.
Spoiler: Seraphina Flamecross
Age: 22
Aviur's daughter and the heiress of the dictatorship. Obeys her father without question. An exemplary swordswoman who uses two sabres, she was appointed to the role of General of the Flamecross army, Division II, out of skill instead of family connections.
Spoiler: Grace Terabynth
Age: 19
Grand-daughter of formal king Adam Terabynth. When the Flamecross went on a pursuit for executing the entire family of Terabynth, only Grace was able to escape and hide from Aviur's wrath. After being raised in the slums of Dis for a few years, Grace bids her time to avenge her family's massacre by using the same method Aviur has used on her.
Spoiler: Gustav Marcellini
Age: 70
An eccentric scientist to say the least, Gustav is one of the few people that has lived to tell the tales of Minerva's creation. But he chooses not to talk, and instead spends his days and nights in a lab, developing whatever he is working on. Even Aviur and the Flamecross respects his privacy and does not intervene.
Technology

Technology of this RP is divided into three branches.
- I. Old Era ( - 2042)
Including technologies that we all know, like telephones and internet, to the technologies developed until the year 2042, such as nano-technology, Globo, and AI-controlled robots.
- II. Dark Era (2042 - 2057)
The date where the Minerva had to hide in the underground chambers. Not a lot of technological advancements have occurred in Minerva during this time period, but outside world has definitely seen some growth, such as mass production of Plasma, cure to all kinds of cancer, and global reforestation project.
- III. Plasma Era (2058 - )
Minerva finally sees the sunshine when the radioactive levels of the air becomes safe for permanent human activity. Emerging into the land where Plasma cars, Plasma printers, and Plasma computers are prevalent, the great mind of Marcellini quickly adapts the city of Minerva into the glorious innovator of Plasma technology.
If by any chance you want your character to be able to use a certain kind of technology, PM to me so that I can see through it and approve/deny it.
How to Play

I am approaching this RP with a new way. Adding to the current "descriptive action" that AtWaG, TSU, and other RPs use, you will have to come up with a way to unravel your story and battles by utilizing supplies in your inventory and what's around your character.
Yes, you'll have to keep track of your inventory.
You can do ^ however you want to do. Make a Google docs, write it on a piece of sticky notes, record it on your phone, whatever.
Don't worry, I will keep track of everybody's so that we can have a back-up.
Just to give an example...
Example
You are stuck in a two-story building and it's on fire. All you have is a single coil of rope about 20 meters long. There are windows in the first floor, but they are all engulfed by fire. There's a single window in the second floor.
In this example, you really have only one option: go to the second floor, use your rope to get out through the window on the second floor. However, the situations will be much more vague in the actual RP and you will be able to choose between multiple solutions. Depending on how you utilize your materials, you will be able to reach the good solution or the bad solution.
