I see nothing here talking about Bukkit being down. If anything, Bukkit has a pretty secured future according to it.
Neither I nor my father [The only other person in this house that knows Minecraft as well as I do is him] can find any LEGITIMATE sources stating shit about a DMCA. So unless they're trying to cover it up and it's already been resolved, I'm still holding a claim that this is all bullshit/not an issue what-so-ever.
