It's concept art for the Pandemonium in the game Aion.

I don't know. Seems to be a bit too blueish for hell.

If it isn't, do you have any suggestions for ref. pictures?

I'm using it because it's the only Pandemonium I can find that's a good picture of it. Everything else is some kind of lava place from a side angel.
