Works fine in survival, but disabled in creative.

Checked it out a bit. I'm not completely sure, but I think it's a problem somewhere else than permissions. First of, the permissions seem just fine. Secondly elders can use flint and steel while legendary can not. Thirdly, I think the message from permissions is different.
I'll test a bit more later.
EDIT: Looked over stuff more. 1. I can't block items use even if I wanted to as it's turned of in PEX from what I can see. 2. Even more sure that it's not a PEX issue, as when PEX doesn't allow you to place a block, it's very silent about it.
