I'll quote celinestokkel for the translation of the instructions.

1: Disable comments (only relevant if you're on NicoNico Douga)
2: Full screen mode
3: Sit an arms length away from the screen
4: A new way to watch teyutte!
5: Close your left eye. Closing your right eye is also okay.
Also make sure you're watching in HD.

Edit: Made my eyes a little weird for a little bit there, if people are worrying. Or that could just be my glasses that weren't cleaned in a day.

christ I haven't seen that love and joy dance in ages. One of the first dances I learned back in middle school. Wow that was a long time ago.
