Of all Touhou characters, which 41 are the most important?

They can be important because of their role in the plot, their playable appearances, or their popularity among the fandom & with ZUN. They can be from the PC-98, Windows, or the supplementary materials. I am very interested in what you have to say.

Realistically speaking, Reimu and Marisa are probably first two but I'm going to do this with severe bias involved

Reimu of course in my opinion even though i like Youmu more than Reimu. Here's my top 6 (not in order btw) Reimu, Youmu, Momiji, Tokiko, Mokou and Cirno.

41? I won't give you that many. I'll give ya eleven though, and with as little bias as I can. Why eleven? Because I like to take things one step beyond.
1: Reimu
2: Marisa
3: Sakuya
4: Flandre
5: Cirno
6: Yukari
7: Remilia

10: Sanae
11: Rinnosuke
I might as well put a brief explanation for them since I don't like being asked questions.
1 and 2
The main heroines, featured in pretty much every Windows and PC-98 game to date. (Few exceptions for Marisa in the first game and Reimu in Fairy Wars, but close enough)
Due to this, every Touhou fan knows who they are, and probably have the highest amount of fan works (art, fan fiction, doujins, lewd stuff, you get the gist)

Similar reason to the first two, though she didn't feature in too many games, her presence has always been there, especially in terms of popularity (I guess it goes with those weird maid fetishes, but who am I to judge?)

I think you may have seen this one coming. Pretty much everyone knows of that infamous theme of hers "UN Owen was Her" even a lot of people who don't even play Touhou. Even due to this song, she has grown extremely popular, and is up there with the heroines in terms of fan works, some even simply due to this song. (Personally, I found Touhou through the song, but i'm not the biggest fan of it anymore)

Same deal with Sakuya, extremely popular (partially due to the whole "9" thing) catchy theme, along with the many remixes of said theme (Cirno's Perfect Math Class, Chiriminu (or however that's spelled)) make her memorable.

Another case of popularity mixed with a highly known soundtrack plus an awesome ability and her presence in the overall background of Gensokyo make her get onto this list.

You may think this is bias, but it's not. Mima and Shinki are the two most well known PC-98 characters, and thus, got many people into investigating and looking at said games. (Which if you have an emulator, but not the games, get them now, you won't regret it)

This is wher some slight bias get in. I would've put Sanae farther up the list, but I personally hate the bitch, but I knew her presence was quite important, so I had to put her somewhere.
Nevertheless, Sanae is quite popular due to a combonation of things. Good music, large plot presence after Mountain of Faith, and the more ..... lewd parts from the community made her very popular.

Sometimes when you're driving down a road, a bug hits your windshield. It's ugly and unpleasant, but you just activate the wipers / cleaning fluid and it's gone in a few seconds. It's just part of driving down the road. You don't dwell on it, because that'd be silly. Bugs aren't worth the time.
You just discard their guts and keep on driving.
