Since my question isn't an asap one, I'll just ask here. If they know magic, are they automatically a Noroi?

Ok I was about to say I had ran out of ideas for Aion and Achlys' bios but then I thought that they might have been from a kingdom far away and while Aion was busy serving the king of that kingdom before he kinda killed him... for reasons... and Achlys was just simply leaving via ship and Aion happened to be on the same boat... er... ship and they then got to someplace that is not sanctuary and something something shevic happens something something.

Ok so scattered brain activated
Could this concept work?
If it does I'll flesh it out tomorrow.
Also I need a few other locations to name that they might have traveled to, just to make things sound legit.
