I wouldn't say there are bounty papers in this universe, but occasionally you can see digital new reports on various types of media (billboards, and the internet and stuff) with the bounties. Currently the bounty on Hajime's head is still in place, but the government currently thinks he is dead because they believe that his body had become unstable and broken down. They are just there in the event that he is still alive. However due to how old the "wanted posters" for Project Infinity AKA "Hajime" are, they aren't really shown or broad-casted much at all anymore. You will have to do some serious searching for one.
Though there is an open bounty for any Super Humans one might find. If one finds a Super Human they are to inform the local Law Enforcement department in the area. Of which a lengthy process will go down, and then it ends with the Military hunting down the Super Human. The reward for turning in a Super Human is about 10,000-100,000 (US Dollars) depending on the Super Human turned in.
Since Hajime was the one of the if not first "escapee" Super Human, and he's been gone for 30 years the bounty could have gone up to about 500,000-700,000 (US Dollars.) Though like I said, in order to find out his bounty one would need to do quite a bit of searching to find his.
Probably, but like I said most wanted "posters" of Project Infinity himself (Hajime) can only be found actually online in databanks in stuff. His picture is on them, but you cannot find his posters in a physical form, only online if you search hard enough in the RP's world. But like I said there is a general reward for any superhuman that is roaming around. If a person is certain that someone is a super-human, then what you do is you call the local Law Enforcement, inform them of what you found/suspect, an investigation will be held, if the suspect is in-fact a Super Human then they will try and subdue the target. Depending on the severity of the Super Human then the Government will be directly involved (sending out Project Candice, or a squad of their own men), and a reward will be rewarded. The more powerful the Super-Human, the bigger the reward. Hajime though is high ranking for several reasons (his electrical abilities can be used as EMP's to disrupt electronic's, he is essentially a nigh infinite electrical generator if you hook him up to something, and he can be a pretty decent threat if you get on his bad side.) On top of that but Hajime was one of (if not the first if I recall stating) Super Human to have fully escaped and not be found.
There are occasionally announcements on televisions, and other media devices (including digital billboards) stating if you find any "rogue" (IE escaped, and running from capture/ one causing havoc) Super Human that you immediately find a officer of the law/call Law Enforcement.
Sure, if he will be a disposable character then fine. Just know that Kristia's character is after Hajime, and that there are police like right in the area lol.

Bio: Abandoned at the young age of 1 years old, Vill lived off the streets. She lived by stealing fruits and other foods from stalls in order to survive. She never trusted anyone and carried with her an old knife to protect herself with. When she was 7, while running from police after talking a few apples, some of the policeman got on top of her and as she struggled, she yelled "Let me goooooo!" and then lighting bursted out of her, burning and shocking the policeman.
With that burst, she was able to escape and hide. When the coast was clear, she looked at the fruit and saw it was cooked and she ate. Afterwards she looked at her hands and small diacharges of lighting was coming out. Vill didn't know what to do but at least she knows that she didn't need to come out for a couple of days before having to get food again. A few days after her powers awoke, a strange female found and came to Vill, of course Vill tried to scare the woman off but it didn't work.
The woman offered Vill a chance to get out of living the way she has been and have a better life, Vill hesitently took the woman's hand and left her lonely life behind. Vill spent the next 14 years of her life as a military officer. Her main objective was tracking and talking down the rogue Superhumans and also bringing down any bad psychics that comes up, that is until a year ago when she found out what her commanders was really doing with everyone she brought in and left the military. Now Vill is roaming around trying to find a purpose.
Personality: Violent half the time, stubborn, hard@$$.
Abilities: Lighting-kinetic
Skills: Parkour, some CQC, can use her electric half of her powers to distrupt electronics like breaking electronic locks, alternating camera to play past recordings. (more later).
Other: The pouch on her left waist holds her things like a PDA, comms device, etc. Has a standard. 9mm pistol under her left top jacket and a combat knife under her right side. Since her outfit was military made, has nanomachines to alternate her outfit's color if needed. Her powers has both an electrical and a burning half

Wonder quick thing about your IC post. Hajime wasn't created with the name Hajime. He was created with the name Infinity (Project Infinity), Hajime was just a name he took after he escaped to hide his identity.
