It means that the Chief of Police is YOUR character and that I have no right to control her by say, putting her in an alley or building without your consent. So, what this means is that I can't do much with your short responses when you don't point out details like where the Chief of Police is, what she is doing, and the surrounding area. Because of this, I had to use my imagination to come up with what this Mountain District looks like, and I've tried to push our two detectives closer to this Chief, wherever she is.

For what I read, Wonder had Shikieki as detective chief, thus having some control as an NPC
