Oh, that's Hisoutensoku, or Touhou 12.3, it's probably the most popular Touhou fighter right now. It's an expansion to Touhou 10.5 (Scarlet weather Rhapsody). Download both 12.3 and 10.5 and then I have a guide you can follow here. http://pastebin.com/UyRPRymB
