Unfortunately, the Hell is HRtP isn't anywhere, and it differs from the SA hell. The gate to it should be located near the Makai gate. After stage 5 of HRtP, you can see the backround for some context of what some of it looks like, as there is not much known about it. Silent Shrine, where Konngara lives, should lie in the deepest part of Hell. That unfortunately that's all there is known as of specific stuff and details. The Probability Space Hypervessel
from PoDD isn't anywhere either. The location should be either in the outside world or near Hakurei Shrine. Unfortunately there isn't much to go off on as of building it either. There's only stage 8 and 9, but you're all amazing
builders so you can probably figure something out if you have the chance.
There's no HRtP Hell or Probability Space Hypervessel :(

If you are thinking of what I think you are thinking of, then you can fund that deep into Makai somewhere. We don't have a Probability Space Hypervessel.

No, what you are thinking of is Fallen Shrine, which is Sariels. Also, this isn't in Makai, or shouldn't be at least.

I'm attempting to but the problem is I can't build in the nether and there has to be lava everywhere :(

I suggest trying to build it in creative flats somewhere and adding lava where needed.
Just remember to not place water =P

We don't? I swear I remember there being one.
Sometimes when you're driving down a road, a bug hits your windshield. It's ugly and unpleasant, but you just activate the wipers / cleaning fluid and it's gone in a few seconds. It's just part of driving down the road. You don't dwell on it, because that'd be silly. Bugs aren't worth the time.
