Jason did say to clear the area.
Now the villagers know that he meant what he said. He said that it wasn't safe.

When creating flames she doesn't always use her chemicals. If she uses them it's only the ones in the staff to start the flames.
She normally use some gas already flammable in the air, modifies it a little and increase the amount of oxygen around it. The result is a flame or explosion.

She only created the vacuum around herself didn't she? the rest of the flames are being used to hide her from Seki's eyes while she throws her voice and coveres up her sent.
