Well I think the Caeles are actually fairly well developed so I think we could actually move on to something else...
Maybe three more important characters:
Hedone and Peitho (Twin Sisters)
and
Morpheus
their names should ring a bell.
respectively they are the "conscious" of the Eternal Light and Ethereal Dark.
The Twin Sisters are succubi and Morpheus is a doppelganger with traits similar to that of Demonarc Umbra.
The timeline describes when they come into play.

Might be because her personality... Because it's still not quite solid in my head so I'm like bouncing between two extremes.

Not unless, Selene simply has a broad range of emotions. Take me for example. You have seen me when I am positive, but when I feel down, I feel extremely down. I begin to speak in a monotone and just feel dead.

I have 0 purpose listed for the crystals
The only thing I could think on is maybe if the inhabitants of Alcyon are Arcains then... uh...
...something related to Arcains and the fact they have a Corlaviri crystal inside them... maybe.
On Selene, I think that I'm thinking that I have inspiration going but I actually am not feeling it.
...Though I did think of a scene but one scientific issue...
How could a "planet" such as Sedes Imperii (The nebulous one) have rain when there's no bodies of water....
...unless the "nebula" is actually condensation and some sort of pressure forms it into rain clouds that then create rain but then that would imply that the core that it's falling to is water...
...unless I say that the core is almost non-existent and the rain literally falls up on the other side and evaporates creating a sort of see-saw affect and then I can say screw actual physics.
That would be interesting. Walking through one of the Sky cities and it's raining... but it's coming from below.

Do they need to be tied to crystals? What is their relationship supposed to be with the crystals? Does it give them power? How would they be able to link themselves to the crystals? Is it possible to imbue a person with a crystal without causing the host to be crystalized?

ah you're remembering my old concept of being crystalized when in contact with a crystal charged with energy.
At this point, I think it's safe to say that concept is scrapped with the introduction of Arcains being born with a crystal in them.
Anyway, the easy way to say they can be linked is the property of Corlaviri that allows it to contain Aura (formerly Anti) Energy. Because Aura is the same as saying "spirit" in this case... Part of their spirit may reside in these two massive crystals.
At this point, I think it's safe to say that concept is scrapped with the introduction of Arcains being born with a crystal in them.
