The template file itself is of the correct shape and size, along with the individual logos which is positioned correctly according to their locations on the transparent background. No re-sizes should be necessary once you open the base template.

The sigs were made in a size so that they can stack without taking up too much space, and as such a standardized size is important.

Yeh, I got that part.
I just had the thing zoomed in to edit it, then screenshotted it (like I usually do).
I just forgot to zoom back out again, which made it look zoomed in.
Edit: There, uploaded every change to DA.
Now to PM the peoples their banners. *sees time* school...
plz wait an hour until a break hour...
Edit 2: sent the PM to the people that need it

oh... more shrinking it is then...
There, turned every pic into 551x101 (actually looked at pixel sizes this time instead of estimation), except for mine which came out at 546x101 for some reason...
Now to re-reupload to DA and PM the peoples again.

@Leon

Except for the fact that they are supposed to be 100x550

question
why do you have to screenshot the image?

The editing program I use (Manga Studio) works with .lip files, which DeviantArt doesn't recognize.
And I can't just simply say "With magic, you are now switched from .lip to .png !"

100 wide and 550 high!? (I write these things width x height, which is how my mac registers the images, instead of height x width)
If I turned it one step smaller (Manga studio works in steps), it would go down to 496x92, so I think 1 pixel too wide and too high is a good compromise, right?

so doing the file extension change trick doesn't work?

If by file extension change trick you mean taking the file (for example: "TRXD Banner O.N.I. Squadron.lip") and change the .lip to .png (so change it to "TRXD Banner O.N.I. Squadron.png"), then no, it doesn't work. I tried that before.

huh
I find it hard to believe there's no way to directly convert the file...

EDIT:
Did a quick search and you could use GIMP to convert the files to PNG.

EDIT 2:
Ok
Is there no Export function?

Either GIMP, or Paint.NET
