    Hmm...

We might need to go through this more. It sounds a little vague.

Well there could be a point before they arrive in the Galaxy for the first time. Cicero might not even know that he's in a different timeline initially till he realizes differences. Might be why he's not as comfortable, and why he seeks to change things as he thinks things are wrong.

Is it explainable in the lore? Did he come from another timeline?

Nero, in any situation I throw him in, acts comfortable with the way things are, like he's used to it. Cicero is not quite the same. He knows things as if he observed them, yet never experienced. He's more detached to things that happen.

    That could work for Nevarre.

As for the second one, how so?

Ember. Navarre and Ember are childhood friends and as a result pretty close. Materia could use this against him. Because she could fabricate a lie.

Oh and I realized an explanation for why Nero and Cicero are so similar: One of them is of a different timeline.
So essentially they're "the same person."
Like LoZ: ALBW's Zelda and Hilda.

...and I think Cicero is the one foreign to the timeline.

She threatened to beat him to death with the 4-5 foot long purple... "sword" from Saints Row?
(Don't know why I thought of that, but hey, whatever. XD)

Ok, is there anything that she would be able to use against him? What does he care about? What skeletons are in his closet? What if instead of threatening him, she used reason? What if it would have been extremely detrimental to Avonna and/or him (maybe their careers or safety)?

    Pretty much.
    The question is... With what...?

    So she threatened him?

    Materia
The Vatian Advisor of Avonna and then secretly Revere.
She's the one running the show behind the scenes.

She could have "used her silver-tongue" to "persuade" Navarre to leave.

    Hmm...

Who is Materia again? I think it might work, because even if Avonna had the same feelings, she would be forced to place duty before herself.

    Oh...wait... The second one...
That would work cause I just remembered about Materia.
    Avonna's "advisor"
Materia could have had some hand in this and forced Navarre into leaving.

Perhaps he felt that he was getting too close? Maybe such a romance was scandalous, or even dangerous? Either that, or it was mutual.

    Right...
    So...
...Why would he leave if that could be the situation? I want to say... to protect her... But that doesn't sound right.

    Hmm...

That might work. I do believe there are cases where a bodyguard or close servant grows to have feelings for their employer/master, and vice versa.

Here's an idea of what I mean.
