Well...

Eleos could have been hired to hunt down a escaped super-human that has been reported to be seen around the old residential district in Tokyo. Little does he know that super-human is Hajime, the original escapee that the government thinks is dead.

Remember almost all military organizations believe that Hajime AKA Infinity is dead. I mean it has been ten years since he was released, and he wasn't fully stabilized when he woke up just 1 week early.

Also wasn't the idea that Eleos was hired to hunt down a super-human that was reported to be seen in the old residential district where Hajime currently lives?
