Otori: the Neo-Yakuza rank system is simple once you get to know it. To start, there are two entirely different sections: targets and threats. Targets are those that the Neo-Yakuza want to get a hold of that has ahown no hostilities as of that moment, for example Ocelot and Komachi. Shikieiki was comatose, so she hadn't been ranked. Threats are... Well, threats to the Neo-Yakuza. They show hostilities to the organization and are willing to go to extremes to bring it down.
Both sections have rankings ranging from letters D, C, B, A, and S, D being the lowest and S being the highest. In a target section, the higher the letter, the more essential it is to recruit them. As for threats, the higher the letter, the more essential it is to either recruit them or eliminate them. For example, as far as the Neo-Yakuza knows, Ocelot is a C rank target, while Renamon is an A rank threat.

Goo thing she knows because HM will burrow into ones emotional weaknesses either before, during, or after battle to set up a 'bomb.' Not to mention, once HM goes rogue, Rena better watch her back because HM is suppressing the urge to confront her about nearly killing Dai.
