The Story
The year was 2031. It was a cautious year, to be certain. The recent war between China and America had come to a close, both parties taking severe loses but gaining mutual respect once again, ending their 8 year war with a treaty. The true enemy of the People’s Republic was not Red-blooded Americans or their allies, but the conniving minds in the Middle-eastern countries. Goaded by the terrorist cells implanted in their respective countries, the two superpowers used their remaining resources to push Iran, which was revealed to be one of the terrorist hotspots, to surrender all leaders of terror immediately. There was no agreement, no compromise. Faced with the two superpowers as well as their allies, the president of Iran reluctantly turned the country over into the hands of the American and Chinese forces, effectively turning the country into a state not unlike Berlin after World War 2. Terrorism quickly declined to the lowest point in over 17 years as the result of new and powerful anti-terrorism efforts headed by the best and brightest of military minds.
With the threat of homeland invasion gone, the Americans sluggishly returned to their normal jobs and lifestyles. The war effort had created many jobs, partially due to the lack of returning soldiers as a result of long and bloody battles. Thankfully, with the almost benign case of terrorism then, they were given gift of an almost peaceful Earth. There was another gift, which was in all actuality one of the spoils of the victorious war on terrorism. Iranian scientists, in conjunction with terrorist leaders, were working on software and technology to effectively brainwash certain groups of people from the simple television set. Their methods were to implant small but powerful Ti-Glo chips into the popular gaming systems of the world, knowing how many young adults play video games. They would create a force of sleeper agents with the technology, and as such, would tip terrorism over the edge.
Thankfully, as a result of the war, such technology was never implemented. However, after four years of research and tinkering, the Ti-Glo chip that was confiscated was stripped of its usual programming to support a new feature: fully immersive gaming. The chip also sported a new name: the Atlas Project. The Iranian scientists who worked in conjunction with the terrorists had access to the finest technology money could buy, and as a result, the chip became the template for the biggest leap in gaming mankind would ever see. As the government of America found no fault with handing over the chip, the world’s game companies rushed to pour their money into procuring the chip.
Recent studies on the chip after it was implanted in current consoles showed that it effectively destroyed the systems after but an hour of play. As a stroke of good luck, the chip worked as intended. It sent signals into the consoles, which, when relayed, allowed the characters of the inserted games to interact with and actually see the user, opening up many gaming possibilities. When the game companies realized their systems would not stand up to the chip’s requirements, they came together to create a new company: “Horizon”. Horizon quickly set out to build a tougher system to withstand the Atlas Project.
After millions of systems were created and games were fabricated, users who bought the systems began to notice things the testing department missed. The characters, although simple to interact with and reply to, had tendencies to not react at all to the user as a result of their personalities or reasons built into the game. Patches were sent out to rectify the problem, but in reality, the signals the Atlas Project used were made stronger to prevent the characters from having too much free will. Still… nothing changed. In fact, the signals drove the characters to drastically change their personalities, and their interactions with the player became more hostile, even harming them.
But Horizon would not back down from this new challenge. They needed something that could rectify the free will of the characters, and the only option at hand was to supercharge the signals into the Atlas Project chip, hoping that the frequency and ferocity would overwhelm the characters to the point of submission. In 2039, Horizon constructed a radio tower near their headquarters for this purpose and installed the Atlas Project in it along with a supercharged file of all known games to be affected, then, when all was set, the signals were sent from the tower. Instead of progress, the entire western hemisphere lost power for an hour, which was all the time needed for a large, blinding flash to appear from the tower.
And suddenly it was over.
The light came back to the western hemisphere, and many of the inhabitants wondered what the large, blinding flash was. To the main game companies horror, Horizon's main building of operation and tower were completely destroyed. Sparks erupted from the ruins, and at first they were small and insignificant. As time passed, the sparks began to take shape, to mold into a character. Realistic, living things had been born. Scientists scrambled for an answer for this and found it in the electrical particles. They noticed a noticeable change in the atmosphere and discovered that the signals sent into the Atlas Project overtook the characters and NPCs of games and transferred them into solid-based conducts of electrical particles. These particles, once within the real world would release that barrier and the character would be born.
At first, people were terrified and began to panic. Then, they settled and were crazed about the characters. However, certain events caused people to doubt that they could function right with normal and daily life with real people. Characters that were made evil were too hard to be handled with, while others caused religion to take a turn for the worse. The Government began to fear that this would be a threat to life itself if action wasn't taken, so they strictly had the characters in each country be put into specific camps for easy management. Within these camps, the characters were quickly sorted out based on the corporations that created them, race, power level, morality, and other fields. If there was no way of sending the characters back to where they belonged, and if there was public outcry against simply disposing of them, the governments made a unanimous choice…
Assimilation.
Like societies and cultures before, the characters were assimilated into society. Those who were normal enough found stability in the world by taking jobs suited to their skills, while others had a much harder time finding their niche. A few characters that were once good found opportunities too good to pass up and decided to look down on the humans they once protected. They housed superior abilities, and as such, no longer wanted to serve the good of all mankind. However, many characters that were considered evil found a similar opportunity, but they chose to redeem themselves on this Tabula Rasa. Sadly, most of the characters faced discrimination in this world that created them. While many believe they can overthrow the normal humans, some believe they have aces up their sleeves that they only reveal when backed into corners.
The year is 2042. There are whispers of strange organizations in the shadows using characters for their own selfish gains, of rogue characters wanting to unleash hell upon Earth. There are those who wish to stop them, like SCAE (Special Character Apprehension and Elimination), and there are others who want to join them. This is where you come in. Are you a humble character trying to fit into this crazy world, or are you on the sidelines, plotting away? Will you rise to glory by protecting the humans who distrust you, or will you give them further incentive to fear you? What will you do? On this volatile Earth, anything goes. Now, choose your character. Press start. Play.
((TL;DR Version: USA gets in war with China, Middle Eastern terrorists are to blame, USA finds special chip and uses it for videogames, Horizon screws up and brings characters into this world. Things take a few years to settle down, and characters have integrated themselves into modern society, except for those who haven't. ))
Rules - FAQ
1. One character per person. This is important since we'll be interacting with each other, however there may be exceptions. In fact, if you so wish, you can have a supporting character that is purely for the sake of advancing the RP. For instance, if you are worried that the player you are partnered up with will be inactive, you are free to create another character, but you MUST SUBMIT AN APP.
2. If you address another character, make sure to notify who is speaking by following this format:

4. Do not overpower your character. There are some who are godly, but this is an RP so make it as fair as possible. It doesn't limit your choice; just don't make your character invincible, as every meaningful character must be flawed.
5. Stay with the story. Don't make it turn to your own direction because it sets everyone off. I shall direct the story, but if you feel you have an amazing idea where the story can lead to then please PM me with it.
6. If you wish to discuss the RP or to debate on an action with a few other players, please do it in the OOC board. OOC debates in the IC thread is not recommended, so bring it here.
7. If something doesn't go your way or you feel something is unfair, please notify one of the Game Masters. This includes things like if you wish to change your character or if you want your recent one die off.
8. By contributing to this RP with your application, you agree to be active enough to reply in a timely manner.
9. Your character must originate from a videogame, not a comicbook, movie, or book that received a videogame.
10. Rules are subject to change at any time.
11. Touhou Project characters are, of course, allowed. But... Some diversity would be lovely.
12. Do not powergame. Your characters have limits, as does the patience of other players.
