Hmm... I suppose that could be true, like with the case of the Dark Ages. I think it could go both ways, depending on the outcome of war/disasters. After all, some of our greatest scientific breakthroughs were military projects that were then concerted for civilian use. Ultrasound and sonar is one such example. Of course there is a chance for shtuff to really hit the fan. When that happens, you get the Dark Ages.
Anyways, my only explanation for Ethan's tech is that there was a second group of humans that didn't follow to Venturia. They went to another galaxy for a time, and after a couple eons, they decided to meet with their other humans, only to find that they were long gone. These particular humans had a couple wars, but thankfully they weren't as bad as the War of Eternity. ;p
Despite their wars and conflicts, they still managed to get by, much like today. Because of there being few if any lulls, they were able to flourish.
