Personally how I have seen it is that there is normally more of a character vs character situation (excluding Devour saga). Personally this is a big deal for me as the organization loves to uses their minions for things and they are just a big part of the game. Heck they even let you battle 1000 heartless in one battle. On a PS2. Just think about that for a second. I've heard that the battle really was pushing it tough and they had originally planned to having more diversity in the battle which the could not do because of hardware limitations.

With Eleos, there will be non chara vs chara situations. TBE there needs to be more non charas for SCAE and ACO to work

Overcharging has never been explored in the inFamous games. Cole has been shown to be able to absorb high quanties of energy with little to no problem.
If I were to add my own little headcanons to Cole, I would say that there could be a point where Cole can go berserk if he were to absorb far too much electricity. The electricity in his body would interfere with his thought processes (as thoughts in the brain are merely electrical signals) making him unable to separate friend from foe and massively distort his perception. The overcharging wouldn't harm Cole himself but it can harm any of his allies as he would lose control of himself and may even attack them.
