Ah. Well he's basically the leader of a group that happens to be the main antagonist. Most of the time, he's just an idiot. For gods sake, he made a fighting technique called the 'whack-a-mole' technique. But then there are most times when he turns into the most badass enemy in the series, being all serious and what not.
