The organization bringing in the Sigma virus is definitively something they could have done, however it have to have a reason.
In Kingdom Hearts the organization tricks Maleficent into gathering the Princesses of Heart for him.
When she had them all however and was about to use them for herself she was struck down by Sora while Riku(possesed by Ansem at the time) watched.

They will not use something they know they cannot control.
