Chung would be at the disadvantage no matter against a true Sniper like Eleos. I mean, I doubt Chung's guns have an effective range of around 2,000 meters. He would be fighting a battle where Chung can't see Eleos, but Eleos can see Chung.
No they do not, but you also have to remember Chung's armor (might not do much protection against a sniper rifle like the one Eleos has), and his stronger weapon the Destroyer. Which is capable of firing homing missiles that will home in on any target whether they were hiding or not. All Chung would have to do is fire a few missiles to and hope they home in on Eleos. Even if Eleos has to destroyer them he would at least know which direction Eleos would be in by watching the direction the Destroyers missiles fly off to. Not saying the homing missiles could possibly be fooled by dummies left by Eleos. Yes Chung can still fire a massive barrage of them to target multiple enemies if he thinks there might be any. Then again Chung could end up a sitting rock whenever he has to reload his Destroyer (unless he is in Berserk Mode, and he does not need to reload in that case.) Not only that but Chung is a smart kid. He was capable of figuring out how to build Silver Shooters (with help), and figured out how to develop a engine that can generate infinite El Energy by deciphering his father's notes (and the help of the Ponggo's who helped him build it.) Chung would be able to figure out a way to deal with a sniper like Eleos (Chung has to be careful and observe from safety for a while though.) Chung could also possibly infuse more mana into his Silver Shooters for more power, and range if he has to. Chung is also a strong kid physically. He can wield his Destroyer with incredible ease, and is highly agile even in his armor (and with the Deadly Chaser's armor which looks far more light weight, and mobile than his other classes armor) he could easily keep up with someone faster than him.
You also have to count in any possible upgrades to Chung's gear thanks to the Prometheus Labs. Chung could end up having a energy shield system installed into his suit, and with the Disfrozen Portal it could be quite a powerful shield. Not only that but Chung could potentially have allies on the field like Raven, Elsword, Lily, and possibly others (god forbid if he had someone like Dante who could literally survive being shot point blank in the head, and shrug it off like it was f*cking nothing, as well as being able to dodge gunfire.)
Either way Chung would probably (most definitely) have a disadvantage early on, and towards the middle of the battle. Until he finds out a good strategy, and manages to find Eleos (which would be incredibly difficult even for Chung), but once Chung finally get's within range and locates Eleos the real fun would begin.
Chung would just have to be REALLY careful against an opponent like Eleos.
I still picture that after a few run ins with Eleos, and stuff and later on in the Second Season Eleos might develop some sort of respect for Chung.
What I had in mind was that Eleos would be of the ACO, which is developing power/ability suppressing devices and toxins. Eleos would have special bullets capable of suppressing things like Mana.
For example, Dante might normally be able to shrug off a shot at point blank, but that is due to some unnatural ability, correct? Even Dante would be rendered unable to really fight Eleos if he got hit by a special round.
And also to put into perspective:
2,000 meters = 6561.67979 feet = 1.24274238 miles = 18.2268883 football fields
If I had the time and the patience I would measure that out in terms of Elsword areas. if I had to guess, that first field by the lake might be about a football field in length. so 18 of those in distance would be Eleos's effective range.
How fast and far can Chung's rockets go?
Also, safety from a sniper is but a naïve illusion...especially with one setting remote c-4 and other various traps everywhere...
It'll be interesting to say the least. Because the way I have Eleos work is Zone control. Once you're in a zone that he marks off and is in control of, pray he's not out to kill.

EDIT just watch that scenario at minimum, it's of a .5 cal at 1310 meters. Sort of what Eleos would be doing.
Remember. Dante is half demon which explains his speed, but Dante also has incredibly senses, insane accuracy, and speed that is basically like teleporting. Yes Eleos would have the range advantage, but once Dante detects a bullet coming (even one that is silenced) Dante would dodge it, and every shot afterwards until he reaches Eleos. Even then he has anti-material/anti-tank rifles, weapons that fire demonic energy (and have near limitless range), and Devil Trigger which enhances all his normal abilities briefly.
Also just watch the opening scene of DMC3 which is a prequel game, where Dante is at his youngest in the games.
Eleos would have to be INCREDIBLY careful, and would have to be out to kill Dante if he wants to survive.

It also doesn't explain how far or fast the rockets can go. Remember Elsword tends to not have information like that =_=;; All I know is they can go at really fast speeds, and have incredible range. Homing in on any targets even if they are out of range (once they reach their max range they explode regardless of what happens) Chung just has to watch which direction the missiles fly to since they would still home in on Eleos even if he is out of range (but by the time Chung tells where Eleos would be he would still have to run that incredibly large distance =_= which is insane, even though I believe some rifles in real life can fire at such ranges.)
I guess I'm saying that I'd hate it for Eleos to just kill off some of my characters with a single shot to the head from a rifle =_=
...it would be mighty inconvenient for him if someone that was close to him inadvertently slipped a toxin into a drink of his that suppressed that ability...

And yes, the Barrette .50 Cal is a sniper rifle that is effective up to about 2,000 meters. 4 more football fields on top of what you saw in the video if you saw the scene I mentioned (and the scene I mentioned is the Barrette in action).
No Dante does not rely on his demonic side. It's described that Dante embraces his human side, and would rather fight to protect others rather than kill.
Dante also NEVER takes an opponent seriously. He could be fighting a demon the size of a freaking skyscraper, and not take things seriously.
Dante rarely shows himself to struggle in battle and wins most of his fights with such ease it's as if he was merely toying with his opponent, however his brother Vergil did defeat him once, then again as Nelo Angelo. Nero apparently defeated him at the beginning of Devil May Cry 4, but Dante admitted the battle only ended the way it did because he underestimated Nero. In their second fight Dante soundly defeated Nero and made the latter realize he was being toyed with from the beginning.
